Even though her concealment is excellent, I do miss the smoke when i get spotted. I think it is largely because i run the TRB instead of smoke in Kagero.

To be fair, i have stuggled with Kagero since i have had her.I have done reasonably well through the Japanese DD line and do much better in Asashio which isn't too far apart in terms of stats from what i remember. The torp distance hit is acceptable for Ashasio (16km from 20km) but less so for Kagero (8km from 10km). I use increased torpedo speed (+5 knots) at a 20% hit to distance and i also use SE for extra hit points but the rest is similar. I run something different as i share a 15 point commander with the Tier 8 premium Asashio. That's the most popular Commander build for Kagero on ShipComrade. SE can even help you to survive a random torpedo hit that would have killed you otherwise (and of course gunfire if you get detected), and the additional smoke and speed boost are very powerful unless you die early quite often. Sadly, i cannot take Torpedo Armament Expertise because Survivabiliy Expert and Superintendent are more valueable to me. Radio Location also helps you to avoid ambushes - or to lay them.

Or it helps you to avoid a gunboat DD that would just melt you. It can warn you about enemy DDs, and thus even give you a hint if and from what direction torpedoes may be coming. Vigilance is a waste of points most of the time, and the more experienced you get with the game, the less you need it. Are you using the acceleration upgrade?
